HUB - Historically Underutilized Business
Texas Tech University Facilities Planning and Construction is dedicated to promoting full and equal opportunity in our contracting through race, ethnic, and gender neutral means. In this regard we actively seek the participation of Historically Underutilized Businesses (minority-owned and woman-owned) in our construction projects. The Vice Chancellor for Facilities Planning and Construction also acts as the Texas Tech University System HUB Coordinator and monitors HUB purchasing by all System offices.

We are committed to making a good faith effort to meet Texas state HUB goals (listed below) by including HUB awareness and participation in all of our activities as a normal part of doing business.

Professional Services, General Contractors, and Others Doing Business with FP&C
Professional Services firms, construction general and sub-contractors, suppliers and others doing business with FP&C must demonstrate a good faith effort to meet these goals through:
- Submission of a complete, comprehensive HUB Subcontracting Plan (HSP) along with any Statement of Qualifications or Proposal (NOTE: HUB firms MUST also submit an HSP),
- Committing to a percentage of HUB participation in all contracts with FP&C,
- Participating in the Mentor/Protégé Program, and
- Identifying HUB eligible firms who are not yet certified and aiding them in becoming certified.

HUB Certification
If you are eligible, but not yet certified as a HUB:
Certified HUB subcontractors have reported a substantial increase in invitations to bid on Texas Tech projects since the HUB program started. State certification as a HUB will increase your business' visibility with general contractors and others trying to win State contracts and provide you with a broader range of opportunities. The process for becoming certified, while it does require gathering some information, is generally not complicated.
